In the UK, I usually plan roughly 1.5 to 2.5 metres of denim at 140 to 150 cm wide for an adult pair, plus about 0.3 to 0.5 metres for pocketing and a bit extra if the leg is wide, the size is larger, or the fabric has a directional finish. - Fit the jeans before committing to the final topstitching and hem, because those are the most annoying things to unpick.
I prefer to leave decorative topstitching until I know the jeans are sitting correctly on the body. It is much easier to baste a waistband once than to undo neat rows of stitching because the rise feels off by a small but annoying amount.
